good morning. we are following breaking news. right now there is a huge police presence in a small sonoma county town. >> we are live in santa cruz. police officers have a difficult day ahead of them. it's their first day back on patrol after losing two fellow officers. the pilot program starting today that will give some kids a free ride. it's all ahead on the ktvu channel 2 morning news.

may see some delays although it is so light it's not causing delays. certainly a bunch of flashing lights. we'll keep an eye on this and let you know what will happen. let's go back to the desk. we are following breaking news in again vail. we are getting reports of a shooting involving police. this video was shot just before midnight. our cameras caught a heavy police presence. temperature tom is heading to the scene and joins us live on the phone. tara. >> reporter: good morning. we are in route to this scene right now. we understand there is a heavy police presence there. we have not been able to -- there is an officer involved shooting. that started as a high speed chase about 30 miles away. a kidnapping took place last

night in santa rosa around 11:00. we are trying to put the pieces of this puzzle together. i'm tara moriarty ktvu channel 2 news. we also have continuing coverage into the deadly shooting of two santa cruz police detectives. a public memorial take place next week. @v janine de la vega -- ktvu janine de la vega was in santa cruz. janine. >> reporter: pam, it's quiet here now at the santa cruz police department. officers are expected to come back top work in several hours. police chief says seeing all this the growing memorial and all these flowers and candles that the public has left will help show the officers that the community is behind them. thousands of law enforcement

and community members are expected to come and pay their respects to detective elizabeth butler and sergeant loran butch baker who were gunned down by a suspect on tuesday. the officers were shot at the doorstep of gunman jeremy goulet's house after ten minutes of interviewing him through hall door. authorities say it happened so fast they never had time to call for help. police dispatch earns who helped aid in the chaos that erupted showed up at police headquarters yesterday they are grieving too. >> we know there is nothing we could have done differently. >> reporter: last night a fundraiser for the fallen officers was held at the blue lagoon bar. combined between them the officers left behind five children. the city of santa cruz set up a memorial fund for the families of butler and baker for those

stabbed armstrong several times in the chest. he left the scene but was arrested several minutes later. this morning president obama will meet with congressional leaders at the white house to try to negotiate a way around the $85 billion in federal spending cuts set to take effect today. democrats and republicans remain far apart on how to trim the federal deficit. democrats want to combine spending cuts with new tax revenue. republicans insist on a cuts only approach and both sides blame the other. >> republicans have voted twice to replace the president's sequester with smarter spending cuts and reforms. but the president and democrat leaders have failed to pass a solution of their own. >> it is a day when soon people will be getting a pink slip. we might as well get a pink slip from the office of the speaker and the republican conference. the 750,000 american workers.

>> now some of the impact to the spending cuts won't be felt for weeks. and if congress comes up with a new budget, it could eliminate some of the cuts all together. the white house is urging the supreme court to overturn california's ban on same sex marriage. coming up at 5:45 why proposition 8 is unconstitutional. firefighters in southern california continue to battle a massive fire that has left hundreds of people in the dark. the fire broke out yesterday afternoon. it's burning at rancho park which is 60 miles east of los angeles. fire crews were able to gain ground on the 200-acre fire which is now 30% contained. nearly 2,000 people are without power. oakland police are investigating two separate shootings that injured two teenagers. officers found a wounded teenager just about 8:00. neighbors say they heard five shots and police say the victim

suffered at least one gunshot to the stomach. he was rushed to the hospital where he is said to go in critical but table condition. earlier yesterday a 17-year-old boy was shot while jogging near fremont high school in oakland. that happened just before 4:00 in the afternoon. the teenager was hit in the leg but is expected to recover. the schools principal says the victim was not the intended target but so far no word on any arrests in any case. a moment of silence will be observed at oakland's first friday arts festival to remember a teen sager who was killed a the the last event. campbell was gunned down one month ago today. since then organizers have adopted changes to improve safety at the downtown event. first friday will now officially end at 9:00 p.m.. an hour earlier than before. the size of the event has also been scaled back. a 20-year-old woman is fighting for her life after being hit by a muni light rail

train in san francisco. the accident happened yesterday afternoon at 19th avenue which is near san francisco state. the victim was rushed to san francisco general. the driver of the train has been placed on nondriving status which is policy for the transportation agency. starting today many san francisco students can ride muni for free. more than 20,000 students have signed up for the program. students must qualify for discounted or free lunches at their school to be eligible. they are given a special clipper card to be used. time now 4:37. i'm not going to say anything about friday light. actually i just did. >> we are hoping it will be that way. brian and pam. i want to talk to you about a crash last night. the highway patrol says alcohol likely played a role in a roll over crash early this morning in san ramon. it happened on interstate 680.

just before 1:00. investigators say the driver went off the roadway and into a tree and flipped his car. he was take ton the hospital with minor injuries. let's go to live pictures here. bay bridge toll plaza. this traffic is doing pretty well. so brian eluded to it we're not going to say much about friday light but we are kind of hoping it arrives. okay i'm just going to go out and say it. we hope it's here. highway 280 that traffic is moving along pretty well. it's not brian's fault if it doesn't show up. it's my fault. were you talking friday light? >> yes. >> i heard you but i wasn't really listening. >> there you go. all right. >> if anybody knows, sal knows. we do have a system that is moving to the north. some very thick fog has formed coast and bay. water temps are very cold.

and any little heat in the valley. high pressure is building in. it's really squashing it. it's around 200 to 400 feet. i know there is some around the bay. be careful. it will be here in the morning. everything will go north and dive down to the four corners. coast and bay and fog. otherwise it's clear. temperatures in the morning will be in the 40s. we have gone from very cold to much warmer. patchy fog on the coast. sunny and warm away from the coast. a lot of the high clouds have cleared out. otherwise it will be on the mild side. look at 40s again. 50s. a couple 30s in there. san francisco is 49. half-moon bay is 4. palo alto and menlo park they are running much, much cooler. livermore 32. up and over she goes. there will be clouds coming in

court. in 2005 she falsely claimed she found a human finger inside a bowl of chili. now police say she's an accessory to a felony and filed a false police report. last week police found her son with a gunshot wound to the ankle. police say he accidentally shot himself and he's not even to have a gun because of a prior conviction. las vegas police are on their way to southern california to investigate a man for the shooting and crash on the las vegas strip. they say he surrendered peacefully. the car slammed into a taxicab killing cherry. the taxi driver and a tourist in the cab. harris is scheduled to appear in court on monday. time is 4:44.

santa claire are county will hold a gun buy back tomorrow. it's from 10:00 a.m. to 2:00 p.m.. organizers will give out $100 to $200 per weapon no questions asked. they'll have a total of $150,000 to dispurse. ktvu got an exclusive look at what happens to the weapons collected during a buy back program. our crew followed a load of guns that was previously collected in san mateo county. the weapons were taken to a secret location where they were melted down. and in this case the metal will be used to make water pipes. police did run a gun background through data to see if they are linked to any crimes. today is the first full day of retirement for the pope aimerly this. he will spend seven months at a retreat south of rome.

same sex marriage supporters here in the bay area are applauding the move by the white house asking the u.s. supreme court to overturn california's proposition 8. the obama administration filed a friend of the court brief. the brief says california's voter approved ban on same sex marriage is based on prejudice. and it says prop 8 violates the constitution's guarantee of equal protection under the law. the supreme court will hear oral arguments on the issue on march 26th. president obama says he will sign the renewal of the violence against women act as soon as it hits his desk. the legislation passed in the house of representatives yesterday. the 1994 law was expanded. it provides support for programs such as shelters that help victims of sexual abuse. alameda county sheriffs deputies are working to

identify a skull found along the alameda creek trail. the discovery was made wednesday afternoon. the skull has been in the creek for at least a year. people living in oakland say they are tired of their hometown looking like a city dump. one community activist decided to take city leaders and executives from waste management on a tour of some of the worst sites. shirley pointed out one location that has clothing and furniture tossed on the sidewalk across from a park. >> they don't have to be on duty in order to identify somebody who is dumping. and the police are out there all the time of the night and day. if you see somebody dumping, turn them in. >> mayor quan is asking people who see dumpers to snap a photo of their license plate. some activists say that is just the city asking the public to do its work. bart riders should expect to to pay more to use the

and santa cruz driest since 1893 with only an inch and a quarter. things look better for march. well yeah maybe next week. around tuesday night and wednesday. and thursday. let's hope so. today expect for really thick fog and there is dancing around coast and bay it's mild on the temps. 40s and 50s. santa rosa 41. 44 walnut creek. concord at 45. not much of a pattern on the winds. some of it is north. some of it is northeast. oakland. calm conditions. a little south wind at santa rosa and east wind at half-moon bay which pushes their temperature up as well. offshore breeze. for some of us after the fog burns off it will be sunny and warm inland. fog will increase. a lot of high clouds saturday afternoon. it does look cooler on sunday with clearing in the afternoon.

welcome back. time is 4:52. police say a woman who made up a story of being raped may face charges. the woman claims she was attacked along the campus trail on february 1st. however investigators now say she admitted to making the story up. the woman is not a student at the school. campus police say they have sent the case to county prosecutors to decide if she will be charged. after a brief delay a new law against overnight parking in san francisco will go into effect april 1st. the law will ban parking on certain streets between midnight and 6:00 a.m.. enforcement will not begin

until may. by then violators will be fined and their vehicle will be towed. >> my vehicle is all i have. i've been on the list for housing since 2007. what am i supposed to do while i'm waiting? >> city supervisors are offering to store people's vehicles if they go into temporary housing. opponents say there are not enough beds available for those who need one. san francisco police are cracking down on drug dealing near ocean beach. that problem area is at the n- judah line. there is a public bathroom and a 24 hour 7-eleven there. they have conducted nine stings in recent weeks to crack down on drug deals. but nearby residents and businesses want a more permanent solution. the harlem shake craze is being investigated by the faa. this video was shot by members

of the colorado college frizz bee team during a flight to san diego. the organizers say they asked everyone on board about doing the video and no one objected. all safety measures were followed but the faa says the plane is not a dance hall. not. >> why not? >> all safety measures expect for sal. respect you supposed to remain in your seat belt during the flight? >> they said that the fasten seat belt sign was off. >> but i think you're -- you're allowed to get up for a moment. well that was a moment. they did a little shake. >> and then they sat down. good morning, everybody. you won't see me doing that. because i don't dance. let's take a look at the commute. northbound 101 that road work we saw is gone. which is nice. southbound 101 looks like there is still a little bit of road work there. right in front of the ups. no one is really shing down.

the traffic is the the bay bridge toll plaza looks good with no major problems on the bridge. if you are driving on 80 westbound. happy friday morning. thick fog coast and bay. some of it is moving around a little bit. a sign that high pressure is building in. it's not up at 1,000 feet. it's getting right down on the deck. also the humidity is much, much higher. there is a lot of moisture in the way. if you have a barometer it is through the roof. should be up around 30, 40 feet. 30s and 40s to 50 degrees. everything says sunshine and warm weather later. but the coast has food with that patch -- has to do with that patchy fog.
